Its not a software its the server. The server handles the Voice on IP and deliver it to the destination aimed so if u want to write a program u must write a socket program with a server that carries this technology and ofcourse u know that the packet of the VOIP is differant in content from other regular packets of data I will try to find u a book on the subject it will help u a lot
